The data were collected in the years 1993-95 and have an integrated luminosity of 103 pb-1. The total cross sections results are combined with earlier L3 measurementsto give updated values of the Z mass (91189.8 +- 3.1 MeV), the Z width (2502.4 +- 4.2 MeV) , the hadronic width (1751.1 +- 3.8 MeV) and the leptonic width (84.14 +- 0.17 MeV).
